Recent developments have put human rights and equity in India in the spotlight.
UN and international scrutiny
In January 2026, the UN Committee on the Elimination of Racial Discrimination (CERD) triggered its early warning mechanism over alleged large-scale human rights violations. The body has raised concerns about security, citizenship and conservation policies and their impact on Adivasi, Muslim and forest-dwelling communities. Around the same time, Amnesty International and 11 other NGOs called on the European Union to address what they describe as a profound human rights crisis ahead of the EU’s visit to India, including crackdowns on dissent and use of anti-terror laws.
UGC equity regulations
The UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026, notified in January, replace the 2012 rules to curb caste-based discrimination in universities. Caste-related complaints had risen 118% between 2019–20 and 2023–24. The new rules have drawn legal challenges in the Supreme Court, with pleas arguing that the definition of caste discrimination in the regulations is too narrow and leaves some groups without protection.
