TL;DR: The Devolution Index ranks states on how much power and money panchayats get. Most citizens don’t know about it. Three things you can do: (1) Find the report on panchayat.gov.in or your State’s site. (2) Ask in your next gram sabha: “Where does our state stand on devolution?” (3) Share this with others so more villages can discuss it.
We want to hear from you.
The Centre has released the Devolution Index Report 2024, which ranks states on how much power and resources have been devolved to panchayats. Many citizens still don’t know about it — or how to bring it up in the gram sabha.
Discussion question: Has your village panchayat ever discussed the Devolution Index or “how much power our panchayat has”? What would help you bring this up in the next gram sabha?
Share your experience (which state, which dimension is weak in your experience, what one question you would ask). Let’s keep the discussion respectful and solution-focused — no naming of individuals in a defamatory way, no party-political sloganeering. We’re here to learn from each other and strengthen citizen participation.

In my village we have never discussed the Devolution Index. I will bring it up at the next gram sabha — I will ask: “Where does our state stand? What are we doing to improve?” I hope more citizens do the same.
